Paraguayan Port Project in Uruguay Receives Environmental Approval and Official Backing – El Observador | 19/06/26

A Paraguayan business group led by Woil, part of the Zapag Group, is moving forward with the construction of a multipurpose port terminal in Soriano, Uruguay, aimed at becoming a strategic export gateway for Paraguayan pulp and renewable fuels, in a project expected to exceed US$150 million in investment. The initiative, linked to the development of the Paracel pulp mill project in Paraguay —developed with Swedish and Austrian partners— has already received Preliminary Environmental Authorization from Uruguay’s Ministry of Environment and includes a berth for ocean-going vessels and river barges on the Uruguay River, as well as storage terminals for pulp and liquid bulk products such as green naphtha, SPK, and marine gas oil. The project initially expects to handle 1.3 million tonnes of pulp, with potential to reach 1.8 million tonnes, as well as 900,000 cubic meters of renewable fuels annually, aiming to position Uruguay as a regional logistics hub complementing the Nueva Palmira port system and facilitating Paraguay’s maritime-river access to international markets. Additionally, construction is expected to last 22 months and create more than 400 jobs, while Uruguayan authorities highlighted political support for the initiative, whose final progress will depend on the advancement of the Paracel industrial project in Paraguay.  Link to Article
